Last month , i submitted my all required documents for getting VAT/CST number , last week i went to excise office to check the status of my file. But , inspector of my area asked me that he is not issue me VAT/CST because my shop is on first floor , he asked me that my shop(waste material, kabadi) should be on ground floor than after that he will issue me VAT/CST. So, Is there any rule/law for this?? Is inspector of my ares guiding me right things??

Mr Author, I do not know where you are situated,but the general principles on this matter is like this : 1) There can not be a condition that your shop should be in the ground floor of a building only.2)If they have such legally valid grounds mot to issue an RC and TIN no they should give a notice to you quoting the defects in your application.3) After such notice you may try to satisfy the shortfall from the law.4) As they have not done these basic procedure their intention is not fair and honest. 5) Now the option open to you is to file a letter on plain paper asking for quick disposal of your RC application.7) For such inordinate delay you may approach higher authority concerned also....MJK

I am agreeing with Mr MJK. The Author has not indicated his STATE.
It is customary that when the RC/TIN number is not issued within 14 days, you are treated as deemed RC holder and assessee and you can start business billing.
So, as rightly said by Mr MJK, kindly approach Assistant Commissioner level and bring it to his knowledge with shop inspection report if any.

Mr Author, It is normally 15 days after submission of an application for registration.But, you know, it won't happen for their own reasons. As an importer you have you have to quote TIN no in the purchase order to the foreign supplier. So, approach higher authorities...MJK
