To attend the seminar of NIRC it is usually written in the circular:- ''no fee for all study group members of NIRC'' what does it mean?
Normally, a study circle has its own annual fee. The members of the circle are supposed to pay the same.
So, if you are members of the study group/circle, no fees. But if u are not the member, you are required to pay the even fees. Alternatively, you may consider becoming a member of the study group and pay annual fees.

can you give any particular reference.
Normally it is mentioned like this "Netaji Subhash place Cirle of NIRC". So a specific circle is referred to. NIRC normally hold seminars which are rarely free and fees is payable by all.
