1: If Maximum Retail Price is revised upwards or downwards,who is responsible as per the Indian Weights and Measurement Act to change the revised MRP in the packs or cartons.Is it the manufacturer or the distributor?
2. If the distributor sells the goods after the price revision,with the old MRP in the packs,at what rate has he to sell?Is it on the NEW MRP or OLD MRP?

MRP is the liberty of manufacturer and government has no control over the MRP. However, retailers or system integrators who assemble a product using various components of different companies can charge new MRP on the package. They can also relabel and sell it.
If a manufacturer manufactures for a particular person without any intermediary, then the rules do not apply. But if anything comes from any channel then all the rules apply.
MRP once printed on the goods sold can not be changed. Any change may be done by the manufacturer only at the time of first sale.
