I have Form 16 on Insurance Commission of the New India Assurance Company. The Certificate issued is Showing TDS Amount as Rs.19941 & TDS for the same Year is Showing as Rs.21917 in 24AS Form in NSDL Website And Amount of Commission Shows is also excess in 24AS in NSDL website, Now filing which Figure should we consider

You simply need to claim the exact figure as per your records. For which you have proof. Never claim excess TDS shown in 26AS. Also check from your records what should be the exact TDS amount as it may be so that they have made an error in issuing TDS certificate.

Matching means, I have received 3 Cheque of Commission, of which only 1 is Shown & other 2 are not showing in the Form16A, but when we match the Amount after deducting the exact Amount of TDS it Matchs with the 24AS, so I think the New India has paid me the Commission as deducting the TDS, but they not shown in Form 16A same details, But it is showing in the 24AS of NSDL

Ok. Then just ask the deductor to provide you with correct form 16A showing all the deduction. Also check the period of TDS certificate. It may be so that they are yet to issue you TDS certificate for the other transactions as they relate to different quarter.
