I purchased a land to contruct a new house. But construction was not yet began. Can I claim registration charges and stamp duty to reduce my tax burden?

Registration and Stamp duty charges is Cost of Accqusition and you will get its benifit at a time of sale of such property while calculating Capital Gain.
