a public limited company was incorporated in march 2010 but the CERTIFICATE OF COMMENCEMENT OF BUSNIESS was issued in may 2010, wether the company need to file ITR?

Agreed. For a public company, the date of certificate of commencement of business is termed as its existence. So need to file ITR for AY 2010-11.
