Salary is taxable if it is above taxable limit regardless of whether TDS is deducted or not yes you have to file ITR if you income (before giving deduction of chapter-VI) is above taxable limit

If your income before any chapter VIA deductions exceeds basic exemption limit . . you have to file income tax return . otherwise not mandatory but can file on voluntary
