Is it necessary to have pan card to claim prize ?

15 March 2016 My sister just won a prize in which she will be getting a laptop which is around 60,000. According to terms and conditions " Contestants should have PAN card and valid address proof".
She got a message that she have to pay tax Amount to claim prize, i know that there will be a TDS @30% on prize amount.
My sister doesn't have PAN card though she will apply as soon as possible but will there be any difficulty in claiming prize?
If yes, then what is alternative to claim prize without PAN card?

16 March 2016 The person conducting the contest is required to deduct tax at source on the prize money (covers prize money both in cash and kind) provided to your sister as the amount exceeds Rs.10,000/- (Sec.194B of income tax act). Hence, they are supposed to quote her PAN for making Tax deduction at source. If she is a minor, she can provide the PAN of guardian.
