Confusion is that whether quoting of PAN of the landlord by employee is based on limit of 1,00,000/- per annum per landlord or 1,00,000/- per annum.
E.g if my client having three landlord in span of one year payning 80000/- rent per landlord then whether there is the requirement of PAN of all landlords.

CIRCULAR NO. 8/2013, Dated: Dated: October 10, 2013 said if annual rent paid by the employee exceeds Rs 1,00,000 per annum, it is mandatory for the employee to report PAN of the landlord to the employer. In case the landlord does not have a PAN, a declaration to this effect from the landlord along with the name and address of the landlord should be filed by the employee.

Please explain that it is per employee or per landlord as in case we have paid rent to 2 landlords whose rent does not exceeds Rs. 1 lac per annum , then landlord does not furnish his PAN to tenant as his recepits does not exceed Rs. 1 Lac per annum.
Has paid rent to 2 landlords , per landlord annual receipts does not exceed Rs. 1 Lac, whether necessary to submit PAN card of each landlord or not.

Circular 17/2014 (also 8/2013) provides "if annual rent paid by the employee exceeds Rs 1,00,000 per annum, it is mandatory for the employee to report PAN of the landlord to the employer" ,
As per the plain reading of the circular Inference can be drawn that quoting of PAN is mandatory if the rent paid by a employee exceeds Rs. 1 Lakh per annum. Having said that no clarification was provided in case of having more than one landlord. So it is open case to interpret the circular wordings of Rs. 1 lakh as per landlord or per employee.
