Your query is not clear. However, if you are asking that why a new employer ask to the employee to bring Form 16 of Old employer, then my answer is :
If you join a company in the mid of a year then its the responsibility of the new company to also account for the salary paid & TDS thereon by the employee from the previous employer during the current year.
Therefore the new company asks the employee to bring form 16 from the previous company.
I hope I got your query right, if not, you can elaborate your question.

No Mr Jha,The Employer's responsible for the amount paid by him.Earlier payment's he is not responsible. If you want your TDS adjustment,You can give form 16 or no adjustment ,Then simple declaration will work
I would not agree with you on this point. The new employer is responsible for the salary earned by the employee even with the previous employer (restricted to current FY only).
I agree that many times, an employee is not able to provide form 16 in the mid of the year. In that case, even a tax calculation sheet by the previous employer is sufficient.
But the fact is that the new employer has to account for the salary received by the employee from the previous employer too.
Just to say the the new company is not responsible for the earlier salary received by the employee.....IS SIMPLY WRONG.
