can i file my IT retutn for a.y. 2012-13 my income is not taxable.

Due date to file return of income for A.Y 2012-13 u/s 139(4) shall completed by 31-3-2014. So now you didn't file your return of income for A.Y 2012-13 except you received notice from IT Department U/S 142(1).
