Database, asset or purchase?

A company running a BPO/call center in foreign country/domestic market purchases a database of people. It is required to contact prospective customer inbound as well as outbound campaign. My query is whether such database be treated as fixed asset or purchase? Is there any case law deciding the accounting treatment of such database.
