Is it compulsory to hold EXTRA ORDINARY GENERAL MEETING before conducting Annual General Meeting for discussing about not an ordinary business ( for eg.Change of name of the company)?

If so,

Can the company proceed against the same in an AGM even though the matter is not ordinary?

30 December 2013 Extra ordinary General Meeting (EGM) as the name suggest is for the extra matters that has arisen before the next general meeting.

That means if you can hold annual general meeting than there is no need of EGM.
Regarding the business to be taken @ AGM
you can take any business for resolution provided you had given the same as an agenda/ business to be transacted in notice Along with explanatory statement
