Just register your firm with Service tax Department and Newspaper/Media Houses for Collecting the advertisement on their behalf, like become authorised booking centre.
Setup your own studio with computer/scanner/printer and Computer operator and prepare your market ( client )
Margin of ad agency is only 15% like when you published your client ad for Rs.100000 your commission is Rs.15000 and service tax is payable thereon.
In the begining, due to your new entry in the business, newspaper/media co. may insist advance payment for every advertisement.
If you want credit limit for 60 days just register with INS, which will facilitate smooth credit availabiility.
Besides, depending upon organisational structure you may need registrations of constitution, like ROC registration in the case of a company. Further, depending upon staff strength, you shall abide by various labour regulations. For tax compliances, you shall need PAN, TAN, etc.
