I have cleared my CA - Intermediate exam as per old syllabus and appeared for Final in 2005. after that I didnt try. Now can I appear for CA final exam? Whats the procedure?

More than 6 years have lapsed and if you have submitted form no 108 then it is a case of completion of articleship. To appear in the Final examination since 2005 there is vast changes in the syllabus and to appear you have to take the permission of the Examination Department.
Write a letter to the ICAI Examination department about your intention to appear in the final examination with a copy to the Regional Council and wait for the reply.
