26 September 2014 There is no such maximum time for downloading TDS certificates online.

27 September 2014 Due date of issuance of Form No.16 - By 31st day of May of the financial year immediately following the financial year in which the income was paid and tax deducted

Due date of issuance of form 16A -Within fifteen days from the due date for furnishing the ‘statement of TDS.

I said there is no maximum time limit. Due dates are as stated above.
