Advance authorisation

This query is : Resolved

26 October 2013 Dear Sir,
We manufacture organic chemicals, and we have advance license to import raw material without payment of customs duty, beside this we also import duty paid same goods and also purchase from domestic area and the take the credit of excise duty paid on the procurement of goods. i want to ask that for the fulfillment of export obligation for advance license, can we use raw material procured from domestic area/imported duty paid, since we have no much raw material in advance license raw material account but we have the sufficient same raw material in duty paid raw material account, and we also have the export orders and we want to fulfill our export obligation but for the meanwhile its not possible to import against the advance license, can we use the raw material for the export under advance license.....?

30 October 2013 AS PER PARA 4.14 OF FOREIGN TRADE POLICY 2009-2014

16 November 2013 sir, my question is, Can we use the raw material which is imported and customs duty has been paid(not under advance license which are exempted from customs duty) and use these raw material for the fulfillment of export obligation under advance license...? in other words...can we complete "first" export obligation by using the raw material which is procured domestically or imported not under advance license "and after that" can we import the raw material under the same advance license of which export obligation already has been completed................???

is it mandatory....first import raw material under advance authorization and manufactured finished goods by using the SAME raw material......?
