What is meant by non refundable taxes

1.indirect taxes paid by all of us on consumer purchases are all non refundable.
2.some time we pay court fees on tenders -it is non refundable tax.
3.activation fees incl. taxes non refundable.
4.airline tickets issued on special occasions _cost includes taxes- a case of non refundable tax .
5.Non-immigrant visa application fee (non-refundable), RS. 4200.00 - charges are inclusive of 12.24% service tax. ...
6. airport taxes non refundable
7. taxes allowed for carry forward for uptill certain years. beyond that period it is non refundable tax.
for example MAT allowed carry forward for 7 years. beyond seven years it is non frefundable tax .these are a few examples.
