Can a Govt employee download his Form 16 if deductor not provide
If Yes than what is procedure

No, you can not.
If deductor is not furnishing the form 16 then as per S.272A(2)(g) , he shall be liable for penalty of Rs. 100 per day for each day of default.
You may lodge a complain, in written, to your AO against the deductor and then he will forward the case to the AO of the deductor (if he is not the AO of deductor aswell as yours)
