Tax Refund Delays Prompt Concern Among Taxpayers and Chartered Accountants

After Finance Minister Nirmala Sitharaman highlighted a taxpayer's grievance regarding delays in tax refunds, chartered accountants (CAs) are reporting that many of their clients are similarly affected. While the income tax department has improved its refund processing speed due to the government's digital initiatives, some taxpayers are still facing significant delays.

CAs emphasize that despite submitting complete and accurate documentation, refunds are getting stuck without clear explanations. "We've encountered cases where clients who received timely refunds last year are now experiencing unnecessary holdups,” one CA noted. “There has been no communication from the department, leaving us puzzled about the status of their refunds."

Lack of Communication Raises Anxiety

The silence from the I-T department is a major concern for both CAs and their clients. Although the Central Processing Centre (CPC) has issued intimation orders accepting income tax returns under section 143(1), refunds have not been credited to bank accounts. In some instances, taxpayers received invalid bank account messages, despite unchanged details. “In such cases, clients should revalidate their bank accounts and submit online refund reissue requests,” a tax expert advised.

The lack of communication contributes to growing anxiety. “Many taxpayers fear that their returns might be under scrutiny. A simple notification stating that the income tax return is in process, along with an indicative timeline, would help ease their concerns,” the expert added.

Common Causes for Tax Refund Delays

Several factors may contribute to delays in tax refunds:

  • Data Mismatch: If the data in a taxpayer's return does not match the information in the Annual Information Statement (AIS) or Form-26AS, it could result in processing delays.
  • Pending Assessments: Refunds may be withheld until related assessment proceedings, such as those involving partnership firms, are completed.
  • Bank Account Issues: Errors in bank account details such as incorrect IFSC codes or mismatched names can lead to delays. The I-T department requires that bank accounts be pre-validated before filing returns.
  • Adjustments Against Tax Dues: If a taxpayer owes taxes, their refund may be partially or fully adjusted against those dues. This adjustment will be reflected in the refund status.
  • Linking Issues: Refund claims may be rejected if a taxpayer's PAN is not linked to their Aadhaar, requiring them to rectify the issue after paying a penalty.

As the IT department works to address these delays, CAs urge improved communication to alleviate taxpayer anxiety. Clear guidance and timely updates could significantly enhance the experience for those awaiting their refunds.
