Last updated: 25 April 2025

In a move aimed at enhancing trade facilitation and reducing logistics costs, the Ministry of Finance, through the Central Board of Indirect Taxes and Customs (CBIC), has notified a significant amendment to the Goods Imported (Conditions of Transshipment) Regulations, 1995.

The Notification No. 30/2025-Customs (N.T.) dated April 24, 2025, eliminates the requirement of paying fees for the transshipment of imported goods at all customs stations in India.

Key Amendment

Under the revised Regulation 5:

"No fees shall be charged in respect of applications for transshipment of the goods imported for all customs stations."

The amendment is issued under the powers conferred by Section 157, read with Section 54(3) and Section 158 of the Customs Act, 1962.

Implications for Stakeholders

  • Ease of Doing Business: The waiver simplifies procedural compliance and reduces transactional costs for importers and logistics service providers.
  • Uniformity Across Ports: It ensures consistent application of transshipment norms across all Indian customs stations.
  • Boost to Trade Infrastructure: By removing cost barriers, it promotes more efficient inter-port movement of goods within India.

This regulatory update forms part of CBIC's broader initiative to modernize customs procedures and align with global best practices in customs administration.

Background

The original Goods Imported (Conditions of Transshipment) Regulations were notified via Notification No. 61/1995 (N.T.) dated September 28, 1995. The latest amendment streamlines the framework to better support India's growing import-export ecosystem.
