In a significant move to simplify compliance for composition taxpayers, the Central Board of Indirect Taxes and Customs (CBIC) has amended the Central Goods and Services Tax (CGST) Rules, 2017, through Notification No. 07/2025 – Central Tax, dated January 23, 2025. The amendments bring new provisions that allow composition taxpayers to furnish key information in FORM GST CMP-02.

Key Highlights of the Amendment

  1. Inclusion of FORM GST CMP-02 in Rule 19:

    • Sub-rule (1) of Rule 19 now allows composition taxpayers to furnish required intimations via FORM GST CMP-02.
    • This addition ensures better alignment of rules with the operational requirements of composition taxpayers.
  2. Streamlining Compliance for Composition Scheme:

    • FORM GST CMP-02 simplifies the process for taxpayers opting into or maintaining the composition scheme, thereby reducing administrative burdens.
    • The form facilitates seamless reporting of details, enhancing transparency and accuracy in compliance.
  3. Integration with Rule 16A:

    • The provision complements the newly introduced Rule 16A, which permits the issuance of a Temporary Identification Number (TIN) for non-registered individuals required to make GST payments.
  4. Ease of Doing Business for Small Taxpayers:

    • These amendments reflect CBIC’s focus on supporting small businesses and easing their compliance responsibilities under the composition scheme.
  5. Effective Date:

    • The changes will take effect from the date notified in the Official Gazette.
