Vendor agreement registration under stamp act

Do we have to register all service vendor agreements as per Stamp Act ? ( Laptop Rent / Consultant Manpower)

If a contract is not registered , can we do it now ? 

If the Contarct is less than 12 Months, Still we have to register ?
