Hai Am manufacturing a product which comes under 4% vat. But i cant supply that to the vat registered dealers . i can only supply to the unregistered dealers within the state am ready to pay the 4% vat. but how can sell without buyer TIN. if anyway exist means tell me clearly and also the bill format

no bar to sell to unregistered dealer provided u have paid full rate of vat.

their is no need to buyer must have TIN. If buyers have TIN or dont have you have to pay tax with full rate (except some cases).
Seller & Buyer must have TIN if buyer wanna take benefits of Tax paid as Input Tax.

You can sell your products under TAX INVOICE by charging VAT. If purchaser does not have registration, he will not be able to take input vat set off.

Agreed with the view of Mr. Sharma.
If the buyer is unregistered, he won't be able to take Input vat Credit.
you may make sale by charging applicable VAT rate.
