I want to know that whether an excess vat paid by the dealer in current year be adjusted against the interest demanded in the notice of earlier year on assessement. If there is any section , circular or notification plz let me know

No, the excess payment can only be adjusted by claiming a refund or settling with VAT liability for the F.Y.
