Unregistered dealer

Sir, I am a Unregistered dealer doing business in chennai. Am i eligible to make exports with in the limits of 20 Lacs.?

My friend wants to register under composite scheme but without having the knowledge of provisions bought the goods from outside state what are the consequences, is he can go under composit scheme?
