TDS on ULIP for an NRI

I am an NRI and I had bought a ULIP in 2016 March. In 2022 I had claimed it and the insurance company charged me 30% tax +15% cess on the amount. Is this right I thought ULIPs purchased before 2021 were tax exempt.
