Tds on membership fees paid to waste treatment

Dear  All,

We are in development of a new party for our waste disposal & Treatment . For this purpose we have to pay membership fee of Rs.4 Lacs for 2 years.

My query is whether we needs to deduct TDS on this membership fees , if yes , under which  section it falls.
