I am also facing the same error. I am trying to file GSTR 3B for Aug 2017 it says "You have SUBMITTED TRAN-1 form but have not FILED it. You are requested to FILE the same before submitting this return."

but my TRANS1 FORM is already submitted. and the same which i try to file it the error says  as " Please submit before filling for GSTIN:**************"

Complained at the GST helpdesk, no reply yet. So kindly update if the issue is solved or any reply from GST helpdesk.

if u have DSC of the Client then u can use dsc, if u are not have dsc then change primary authorised signatory, then file TRAN1 with other primary authorised signatory. in case there is only one auth. signatory then add one more authorised signatory and make him primary authorised signatory then file TRAN 1 with the same.

	Senthil you can try the way amit is saying by adding another authorized representative and making him primary authorised signatory. However I didn't tried this way out but I had a word with amit that this method is working.

I'm unable to file even with DSC with regards to the same error.
