Any one can explain is Surcharge is applicable on TDS/TCS? If yes what is/are%.

Surcharge is not applicable for both tds and tcs

if recipent is a foreign co. and payment subject to TDS exceeds rs. 1 crore, surcharge will be 2.5 % of TDS
