If there is any specified transaction to be reported, form 61A is to be filled, which requires DSC of authorised person and its login & password. So, officially only the authorised person has to file the form 61A.
For nil transaction, when form 61A is not to be filed, any legal authority (like CA etc.) can file SFT compliance.
