it should be 12.36 % since the rate has changed in feb 09 which is not before six months

If the question is on the financial year 2008-09, it is 12.36% upto feb and 10.30% for the month of march...

ofcourse 12.36% .... since amendments made b4 6 months r applicable...

10.3 wef from 24thFeb 09
amendments which are more than 6 month ols alone are applicable for CA examination.
Hence, for the June 09 exams the service tax rate applicable would be 12.36%
