can be adjst input of excise duty from service tax output yet we have not arrange the bill of excise duty output only paid service output

No in case of service provider u can not claim excise duty paid

Duty paid on inputs used directly for providing output service will be eligible for CENVAT credit. Refer Rule 9(1) for list of documents prescribed for taking CENVAT credit.
