Do the Service reciever paying tax under section 68(2) can avail Cenvat credit?
If the bill for service rendered during Jan,Feb,Mar is raised on Apr and the payment is made on May.When will the service tax liability arise?

Yes, the Service reciever paying tax under section 68(2) can avail Cenvat credit?
the service tax liability arises (for service receiver) at the time of payment i.e., in May month
