If service tax is not charged in a bill since it is going
to a manufacturing unit where it will come under excisable goods.
Is it necessary to charge SBCess on these labour bill also.
Please clarify.

NO.
Whatever abatement or exemption is availablt to service tax, that will also be available to SB CESS.
