Reverse Charge

A is a registered dealer purchase from B within state. Now C carrying the goods (transport) is not registered under GST. whether A is pay reverse charge on freight, if yes then please what is the rate applicable. Can A taken ITC on reverse charge against issuing the invoice.
Please also tell about the marginal amount, which is waiver from GST in goods transport agency.
