Resignation from directorship

What is alternate from any Director who has left / resigned from the Directorship 2 years earlier, but the Company is not taking steps to complete the MCA Formalities though signed the Papers 3 times with promise to complete on the same day.  Nothing is done in last 2 years.  What is the solution on the same.
