Registration under GST for business having turnover less than 20 lac

A is a unregistered dealer dealing in taxable items and having turnover less than 20 lac p.a.. A has taken an office on rent of ₹ 7500 p.m. to run his business. Is A supposed to pay GST on rent under reverse charge? Will A need to get registered under GST?
