dear
you are required return tds file every quarters
but as you says that payment done in last month

then first three quarter return file as nil tds return
and last quater retrun file with tds amount

first three quarter if u not made any payment then no tds liability arise

in last march month tds deposit upto 7th april

rate194H @ 5%

tds return date 31may
Agree with Sanjay...
But you are not required to file nil TDS return for first 3 quarters as no payment is made and TDS deducted.....
TDS does not depends upon the Payment only rather it depends on the CREDIT or PAYMENT whichever is earlier. So, even if you don't make any payment to your Agents/Brokers but Credit them in the books then YOU HAVE TO DEPOSIT THE TDS and show them in TDS returns.

Section 194H; Rate 5%
