Regarding taxability of restaurants?

hello sir/madam,
I have a query that if any hotel has room, which has a declared tarif is less than 7500 Rs. then food served by it will be taxable at 5% with no ITC. if such hotel is providing a party hall, rent of which will be taxable at 18% and if food (via indoor catering i.e by that hotel itself) is provided. Will the food taxable at 5 %? because there is no outdoor catering services provided by the hotel?.

it is a composite supply and food shall be taxable at the rate of principal supply i.e @ 18%
But value of both the food and renting is seperable. as food cost is charged per plate per person and renting cost is fixed. then how one can state it is composite supply ?
Yes it will be charged @ 5% , moreover the tarrif of room rent is also less then 7500/-, & the catering is indoor
sir please suggest over restaurants having less than 20 lakh turnover require to charge GST and register under the same
