Rate of GST for Wirks Contract

We are executing works Contract t
o KRIDL and this is a public sector undertaking having 51% of share holdings by government. and KRIDL is also having GST number and GST deduction number. now we want to raise Invoice to KRIDL weather it is taxable at 12% or 18%. we are having a doubt in this matter. please anybody give us a clear clarification in this matter.
