You may be allowed to submit the deficit stamp duty.

You have to purchase Stamp Paper for the amount of deficiency, and attach it as a blank sheet - in the said sheet, the Registrar's office will write across the stamp paper your name by saying that it is for "Partnership Deed dated ....."
In this manner, you will be able to remove the objection

You have to meet with higher officers and talk to them. In your case, the Partnership Deed itself is not being registered. Only in that case the stamp paper of more than 4 or 6 months, as per the prevalent conditions in the State cannot be used. Rather in the instant case only the Partnership is being registered, on the basis of the executed document. If the document has been executed with deficient stamp paper, the deficiency can be made good by attaching the extra stamp papers. There same cannot be rejected by saying that the original partnership deed is more than 4/6 months old.
