When you file for gstr 1, it includes debit and credit note details. And people usually raise einvoices whenever there is a moment of goods. Year end also they upload einvoices. I think thats how it is.

I believe it will be applicable as it has mentioned "Aggregate turnover" in the notification. In accordance with the notification dated 10th May 2023, the e-Inovice is applicable to you as of 1st August 2023. Another thing that is very important to remember is the aggregate turnover of Rs.5 crore in any previous financial year starting from 2017-18 as per notification no. 70/2020 CGST.
