in case of sec 194j, 194c why tds cut on inclusive of service tax. it is a double taxation . pls give me the logic

1 simple, tds is not at the income tax rate which is 30% or the Average rate applicable for an individual.
Hence, even if any reimbursements in case of Contract, or any other indirect taxes are included in the Bill,
that will not make much difference.
2 Further, anothr reason could PROBABLY BE for Simplification of the Tax formalities.
