Dear Student,
The Institute constituted a Study Group for considering issues relating to permitting CPT students to appear in CA Final Exam during the last six months of their articles and reduction in the period of articles for PCC students from 3½ years to 3 years on 1st July, 2009. The Group’s recommendations and approval of the Council are awaited. Thereafter, if need be, the regulation might also require amendment for which approval of the Central Government would also be required.

Sub:- request for reduction of Articleship Period of PCC students by 6 months.
Respected Sir,
We are the citizens of India, and we had been given the right of equality by the Constitution of India. In the current scenario, all the PE-II students are required to serve only 3 years of articleship as well similar provisions are there for IPCC students.
The current situation of all the exam patterns i.e. PCC, IPCC and PE-II is that articles of PCC is getting 6 months less preparation time for CA final exam after serving 1 and 1/2 year extra period of articleship.The above condition is applicable only when student is able to clear hiss PCC exam in his first attempt.
Will it be justified in your eyes from any of the angle that all the students giving the same exam i.e. CA final new course requires different conditions & eligibility for becoming CA as well as giving the same. So, why only PCC students are required to serve so long and i would like to attract ur attntion to the following points which justify the reduction of Articleship period to 6 months in favour of PCC students.
(1) It creates unequality on many grounds in terms of praparation for papers and also in terms of serving the articleship.Since, with the scheme of compulsory CPT attempt, many students who were preparing for PE-II after graduation, have to switched back to CPT and then PCC has resulted into lot of wastage for those guys as they had to wait for the completion of their respected regular courses of their college in order to join the articleship.
(2)Required to work additional 5 months with additional 1 month leave only when compared to other batches of PE-II & also IPCC.
(3) In the last year of articleship mostly PCC articles are overloaded with works in office as been the senior articles which affects the study prospects really. whereas in case of PE_II & IPCC, you are required to give attempt only at the end of 2nd year of articleship and due to less work in the 1st & 2nd year people can easily concentrate on studies for final where as in case of PCC u r only given 1 year, 9 month for preparation of CA final, which is loaded with lot of work of the office as senior pros in the office. Can easily get long leave for ur first attempt in PE-II or IPCC to be adjusted with 1 year later articleship.
(4) Extra leaves r required for clearing CA exams will always lead to reduction of leaves for CA final exam, if an guy gives 2 attempts to clear PCC, he will definately required 4-5 months leaves for the two attempts and 1 month normal leave during these, means no leave availables, extension of articleship is assured in PCC with maximum guys until ur father is CA or you r part dummy or full dummy.
(5) problems for CA final preparations of small town citizens: if u r small town citizen then definately for final CA classes u had to go to big city for tutions, means more leaves, i know provision of secondment is there but truth is that maximum CAs are not agreed to provide for secondment. so more extension of articleship.
(6) Since we are the senior guys, we had to handle lot of work of not only local places, but also of outstations, in many case, we alone are handing the whole audit. due to which, if u belong to small city affects ur preparations as well as timely preparations for our exam.
Believe me, in case of most of the articles of PCC in the capital city of good city are running out of leaves, due to 2 attempts maximum of the articles have utilized full articleship leave. more problems creeps in for those guyss for final as they are not really having leaves and even many of the CAs are not agreed to adjust the extra work done by us with the leaves saying it is upto him whether he wants to do the same or not. many of the CAs considered sundays & festival hoildays between preparation leaves as leaves which utlimately had reduced our leaves. many of the CA promised to adjust the 20 days leave of ITT training with the work performed duringg ITT training, but denied the same in maximum of the articles cases.. So another loss of 20 days leave.Leave day between papers has been considered as leave leading to 12 leaves.The situation is worsed for the students like me whose articleship is ending on October 20,2010 and having my attempt due in Nov. 2010.
In short, plz justify how could we prepare final exam in an convinient manner, if we are running out of leaves, additional leaves means extension of attempt as per current rules, plz after looking after the following conditions, plz take some immediate step to bring us in uniformity with current provisions of CA.
