Merger related question

FACT OF CASE:--- There is a Merger of Two company both are private companies and there are no creditor in both the company but there is Trade creditors in both companies.

QUESTION:---    whether trade creditors will be treated as a creditor and noc from them will  be required if yes please tell me the section or reference where it mensioned and if not then also tell me whether it mensioned. its urgent
