As per the below invoice term,Can you please explain who will bear the TDS .
All prices are exclusive of VAT, taxes or any other governmental surcharge levied in the country of the payer, with exception of any withholding tax or other tax .

IT DOES NOT INCLUDE VAT OR ANY TYPE OF TAX CHARGED BY GOVT.BUT INCLUDES WITHHOLDING OR OTHER TAX.
