I export small items through retail ecommerce. If I have no interest to claim MEIS benefits, do I still have to file e-BRC?
Is it required for proving export so I don't have to pay GST, or is FIRC + invoice enough to prove that?

If required you may submit Foreign Inward Remittance Certificate (FIRC) if BRC is not taken

sir
if we do export small items through proper shipping bill, and payment recieved by paypal , and i dont need any benefit of meis etc, we can get efirc from paypal, but we dont ebrc becuase bank charges like rs 500 to rs 1000 for per ebrc and our shipment value are like 20 to 50 us dollar only becuase we export direct to consumer, so to prove it export sale we need ebrc is necessary ?

NO BRC is required ,if you do not want any benefit under the Foreign Trade Policy or any other applicable Acts,

Thsnks for reply , regarding above discussion i talked with fieo ( federation of india export organisation ) they told me , firc and ebrc is different thing , if our ad code in our shipping bill then custom update the transaction on epdms server , and in that case bank have to regularise the in transaction in epdms server otherwise after 2 year transaction not regularise then rbi can make you black listed in auto mode or ebrc also necessary they told , can you guide me please Ashish

Sir,
I am a small scale exporter of Machine tools through ecommerce.. My shipment value will be not more than Rs. 50,000/- each. And there will be many such small shipments. We receive the payments in advance through Paypal in USD and the same is credited to our CC account in INR.
As I have delayed submitting the shipping bills to our AD bank, they are imposed a heavy fine of Rs. 500/- per month per shipping bill. The total fine is adding to more than Rs. 4,00,000/- . On top of this they say processing fee of Rs. 3,000/- per shipping bill, and they say EBRC is mandatory.
Can you please help us on giving some clarity about what are the actual rules and fines.

Please talk with your bank and ask under which provision of FEMA or any other Laws EBRC is madatory we need scan copy of the provisions.Secondly also ask your bank that under which direction of RBI they are charging fine for late submission of Shipping Bill?

Dear Sir,
Today I met FED officials in RBI to inquire about the fines. They say that there is no such fines or fees from the RBI, but Banks may charge fees and fines and RBI cannot object Banks on the same.
They also said that there are a number of exporters like me who approach RBI with similar complaints every day.
They suggested me to talk to SBI, TFCPC branch in Bangalore and request for a fine and fee waiver.
