In law paper ethics and communication is for 20 and 20 marks respectively does that mean minimum 20mrks will be asked from that subject?

You will be asked exactly 20 marks from ethics and same 20 marks from communication.

thanx and same will aplly to tax paper ie 25 from vat and service tax?

Yes. It applies to tax also. So, prepare accordingly.
