If a dealer buys inputs such as packing materials etc. by paying GST , and uses these to pack Final product which is Zero-rated, under GST.
Will he be able to still claim refund of the Input taxes ?

As the final good is Zero rated, you can claim Input Tax Credit.
Only if the final product is exempt or non taxable, you cannot claim Input Credit.
